Possible Causes

1:

The link fault was rectified, and the tunnel became available.

2:

A TE, LDP, or GRE tunnel was configured, causing the tunnel to a specified destination to be unavailable.

3:

The VPN route iterated to the public tunnel was added again after being withdrawn.
