1. Run the display interface command to check whether any physical interface connected to the MPLS tunnel is shut down.
2. Run the undo shutdown command to enable the physical interface. Then check whether the alarm is cleared.
3. If all configurations are correct, the MPLS tunnel is congested. Then go to Step 4.
