In VS mode, this log is supported only by the admin VS.
1. Run the display qos resource user-queue slot slot-id inbound and display qos resource user-queue slot slot-id outbound commands to check whether the number of user queue resources on the board exceeds the upper limit. If yes, re-plane the user queue configuration. If no, go to step 2.
