Cause 1: The interface connected to the MPLS TE tunnel at the server layer was shut down.
Cause 2: Congestion occurred on the MPLS TE tunnel at the server layer.
1. Run the display interface command to check whether any physical interface connected to the MPLS TE tunnel is shut down.
2. Run the undo shutdown command to enable the physical interface, and check whether the alarm is cleared.
3. Collect log information and configuration information, and then contact technical support personnel.
