hwBRASIfVlanAccessTable is used to count the number of VLAN users on a BAS interface.
The indexes of the table are hwBRASIfVlanAccessIfIndex, hwBRASIfVlanAccessQinqVlanId, hwBRASIfVlanAccessVlanId.
