Other network elements are not required.

HQoS is a basic feature of a switch and is not under license control.

Only the following switch model supports HQoS:

S5720-HI, S5731-S, S5731S-S, S5731-H, S5731S-H

The device supports only HQoS in the outbound direction.
When each service flow of different users has the same priority, the device cannot provide congestion management for service flows based on users.
If Eth-Trunk member interfaces are located on both HQoS-capable and HQoS-incapable cards, HQoS with authentication and authorization of wired and wireless users cannot be configured. This is because traffic may be forwarded through an HQoS-incapable card, and HQoS becomes unavailable.
