The car total-packet command sets a total rate for sending packets to the CPU.
Using the undo car total-packet command deletes all the configured CAR parameters.
By default, the rate at which packets are sent to the CPU is determined by the board capability.

Usage Scenario
When the actual total rate for sending packets to the CPU exceeds the set threshold, packets are discarded. This prevents the CPU from being overloaded.
Precautions
In VS mode, this command is supported only by the admin VS.
If the actual total rate for sending packets to the CPU exceeds the configured total rate, subsequent packets will be discarded.
